Ah. Of course.

I'm using the WPML plugin for translations, and one of the options was to translate or do nothing for various custom post types. I had Contact Forms checked, and clearly something there wasn't working. I checked the do nothing box, and WPML stopped interfering with whatever CF7 was doing.
