There are a variety of issues that can cause this. Check your contact form code and also check your Mailto code.
Try setting up a very simple form with just a single input and a mailto to receive it and see if it sends. If so then you know that it is not an issue with WordPress being able to connect and send email. If it doesn't then, then it may be an SMTP issue.
