Welcome to the wonderful world of MSIE.
I have two CF7 forms on one of my websites - <http://lcoc-moaa.org/scholarships/application/> and <http://lcoc-moaa.org/Event-Form/> - and the forms display correctly. The second form contains two checkboxes and they do not act as you are indicating yours do when viewed in MSIE, Chrome, FF OR even on my iPhone or IPad. The only issue I can think of for what you are experiencing is that your form scrolls and mine do not.
