No - the widget settings will not be lost. They will retained in the database for the old theme.
While the widget settings will be retained in the database, it is my experience that changing a theme often results in the setup of widgets needing to redone.
So not lost in the sense they are still in the database but lost in the sense that you may need to recreate your widget setup when you switch back to your original theme.
