My experience with Contact Form 7 is that you have to build a form in the WP Dashboard first. The button is labeled "Contact".

Once your form is built, you use the short-code assigned to the form and drop it into your page's content.

I believe that "Add Contact Form" button is JetPack's contact form feature and unrelated to Contact Form 7.
