Contact Form 7 doesn't send mail when validation errors happen. Try deactivating all other plugins and switching to the default theme to rule out interfering.

No, it is rather relating to JavaScript working on the browser side. Again, make sure you're using correct WordPress and Contact Form 7, and other plugins are deactivated and the default theme is active.
